Vacancy 2: Bursar

About the Position

The Registrar serves as the top administrative officer of the University and handles all non-financial operations within the institution.

This role involves direct reporting to the Vice-Chancellor, managing day-to-day departmental activities, guiding policy communication, supervising administrative units, and ensuring that all governing bodies operate efficiently.

This officer also serves as the official Secretary to the Governing Council, Senate, and Convocation, making the individual a core pillar in policy implementation and institutional record-keeping.

Qualifications and Criteria

To be shortlisted for consideration, applicants must meet the following criteria:

Academic Qualifications
  • Possession of a strong honors degree (not lower than Second Class Lower) from an accredited university.
  • Additional qualifications, including postgraduate degrees, professional certifications, or affiliations with administrative bodies, are considered added advantages and will strengthen an applicant’s profile.
Professional Experience
  • Applicants must have accumulated at least fifteen (15) years of post-qualification administrative experience, specifically within the university system or closely related higher education institutions.
  • Candidates must currently hold a rank not lower than Deputy Registrar and must have spent a minimum of three (3) years in that position within a recognised university.
Age Requirement
  • Applicants must not be older than 60 years at the anticipated date of assumption of duty.

Duration and Conditions of Appointment

The office of the Registrar comes with clearly defined terms:

  • Appointment is for a single, non-renewable term of five (5) years.

  • All conditions of service, including allowances and entitlements, are subject to updates by the Governing Council or the Edo State Government.

Vacancy 2: Bursar

About the Position

The Bursar serves as the University’s Chief Financial Officer (CFO) and is charged with coordinating every aspect of financial administration. Reporting directly to the Vice-Chancellor, the Bursar ensures prudent management of the University’s income, expenditure, assets, liabilities, and budgetary framework.

Key responsibilities include:

  • Providing the Vice-Chancellor with strategic financial advice.
  • Leading the preparation of annual financial plans, cash flow projections, and periodic financial statements.
  • Supervising budget implementation and monitoring expenditures across all departments.
  • Ensuring proper maintenance of financial records, asset registers, and reconciliation documents.
  • Managing treasury operations to enhance accountability, accuracy, and long-term financial sustainability.
  • Negotiating with relevant financial institutions, government bodies, and auditing authorities.
  • Overseeing the entire Bursary Department to ensure effective financial control and operational efficiency.

Qualifications and Criteria

To qualify for consideration, applicants must fulfill all requirements outlined below:

Academic Qualifications
  • A recognized honors degree (minimum Second Class Lower) in Accounting, Finance, or a closely related field.
  • A postgraduate qualification is an added advantage and strengthens an applicant’s competitiveness.
Professional Certification

Applicants must possess:

  • Certification as a member of ICAN or ANAN.
  • At least one of the following professional accountancy qualifications:
    • ACA
    • ACCA
    • CIMA
    • CPA
    • Or their internationally recognised equivalents.

Possession of Fellowship status in any of these qualifications will be treated as an additional advantage.

Work Experience
  • Applicants must have not less than 15 years of cognate post-qualification experience, specifically within the University system or similar academic institutions.
  • Must presently occupy a position not below Deputy Bursar (or its equivalent) and should have served in that role for no less than three (3) years.
Professional Competency

The University expects candidates to demonstrate:

  • Strong familiarity with modern accounting tools and ICT-based financial management systems.

Duration and Conditions of Appointment

The Bursar’s tenure mirrors that of the Registrar:

  • A single-term appointment lasting five (5) years only.
  • Emoluments and other benefits follow the salary scale for Bursars across public universities in Nigeria.
  • Service conditions remain subject to periodic revision by the Edo State Government and the University Governing Council.
